Chief Minister Shri Pushkar Singh Dhami today participated in the Prabuddhjan Sammelan organized in Kashipur, engaging in dialogue through public interaction with eminent citizens from diverse sectors of the community. In the seminar, the Chief Minister presented detailed information about the State Government’s welfare schemes, developmental works, and the efforts being made to make Uttarakhand the best state in the country.
Distinguished intellects from the district – including doctors, engineers, academicians, lawyers, entrepreneurs, traders, social workers, public representatives, and other eminent figures from various fields – were present at the event.
Addressing the event, Chief Minister Shri Pushkar Singh Dhami said that all the eminent citizens of the district and state are the vanguards of Prime Minister’s resolve for “Viksit Bharat @ 2047.” Today’s meaningful dialogue with the Prabuddhjan will help strengthen our collective pledge for the development of Uttarakhand.

“ *Under the visionary leadership of Prime Minister , the country is following the policy of ‘Reform, Perform, and Transform’”*
The Chief Minister said that under the visionary leadership of Prime Minister Shri Narendra Modi , the country is setting new benchmarks of development and prosperity by following the policy of “Reform, Perform, and Transform.” Today, India has not only created a favorable environment for investment but has also brought about widespread transformation in infrastructure, education, health, women’s empowerment, and social justice. Hon’ble Modi Ji is the first Prime Minister of the country who has resolved to make India a developed nation, and it is this resolve that is being executed methodically.
The Chief Minister said that today, through initiatives such as Startup India, Vocal for Local, Make in India, Skill India, and Digital India, the country is moving swiftly toward self-reliance. Not only that, today India has become the third-largest startup ecosystem in the world. Today, our startups are making their mark in global innovation. Digital India has brought technology to the common citizen, and the “Atmanirbhar Bharat” campaign has paved the way for the country to become a hub of production and manufacturing. The world’s major countries are surprised to see that even a woman running a small vegetable stall in India is conducting mobile payments via UPI. Today, over 550 million citizens in the country are connected to the banking system.
The Chief Minister said that today India, as the fourth-largest economy in the world, is emerging as a major economic power. Whether it is in defense, science and technology, agriculture, health, or education, whether it is the creation of modern infrastructure, major achievements in the field of space, or successful hosting of global-level conferences – today India, with self-reliance, is making its strong presence felt on the world stage. Today, our growing strength has caused concern in some countries, and they are making unsuccessful attempts to halt our progress. The countries that once saw India merely as a large consumer market are now beginning to view India’s capability in industry, technology, and innovation as a challenge—because India is no longer just a country that imports goods; today, India leads the world in exports, manufacturing, and technological fields across various sectors.
The Chief Minister said that through their resolve, capability, and innovation, our citizens have proven that no force can become an obstacle in the path of our development. Recent first-quarter data has made it clear that India is indeed the fastest growth engine in the world. The RBI and the IMF had even estimated the country’s GDP growth rate this quarter to be 6.5 percent, but data released by the NSO showed that India’s GDP is actually growing at a rate of 7.8 percent. This is proof that no force can now hinder the soaring spirit of a rising India.

The Chief Minister said that the recent reduction in GST rates by the Hon’ble Prime Minister indeed proved beneficial for the industrial community, traders, and every citizen of the country. For this, I express heartfelt gratitude to the Hon’ble Prime Minister Ji and the Hon’ble Finance Minister Ji.

*New Dimensions of Development and Prosperity in the State*
Chief Minister Shri Pushkar Singh Dhami stated that today, under the leadership and guidance of the Hon’ble Prime Minister Shri Narendra Modi Ji, our state is establishing new dimensions of development and prosperity. On the one hand, infrastructure across roads, education, health, and drinking water is being strengthened from cities to remote mountainous villages. On the other hand, we are making continuous efforts to preserve and promote the state’s rich cultural heritage. Our government is continuously working to boost investment and industrial development in the state. Our government organized the Global Investors Summit in 2023, resulting in investment agreements exceeding ₹3.56 lakh crore. It is a matter of immense pride for us that we have successfully translated approximately ₹1 lakh crore worth of these investment proposals into reality. We have ensured a healthy investment climate through investor-centric policies, infrastructure, skilled manpower, and good governance.

*Uttarakhand: The First Choice of Investors*
The Chief Minister said that earlier, setting up a manufacturing unit in the state required approvals from multiple departments, which took a lot of time. To address this issue, on one hand, we simplified the licensing process and improved the single-window system; on the other, we introduced over 30 policies—including industrial, logistics, startup, and MSME policies—to provide a better environment for industries in the state. Additionally, to promote the manufacturing sector, our government implemented a Mega Industrial Policy. Furthermore, to facilitate incubation for startups, we are establishing a world-class U-Hub at a cost of ₹60 crore, and we have also established a ₹200 crore venture fund to provide them easier access to funding.
The Chief Minister added that for investment promotion, we have established a dedicated investment promotion agency named UK-SPACE, under which Nivesh Mitra services are being provided to investors. We have developed Aroma Park in Kashipur, Plastic Park in Sitarganj, Electronics Manufacturing Cluster in Kashipur, Multimodal Logistics Park in Pantnagar, and low-cost flatted factories under the plug-and-play model by SIDCUL in Rudrapur, Selaqui, and Haridwar for MSME entrepreneurs. And, we are also working on developing a smart industrial township in Kichha Farm over more than 1,000 acres of land.

*Revitalizing the State’s Economy and Tourism*
The Chief Minister said that we are also working on several key schemes to boost the state’s local economy and tourism. Through the “One District, Two Products” initiative, we have enhanced livelihood opportunities, while the “House of Himalayas” brand has gained wide recognition for our local products. Additionally, we are working to strengthen our local economy through initiatives such as the State Millet Mission, Farm Machinery Bank, Apple Mission, New Tourism Policy, New Film Policy, Home Stay, Wed in Uttarakhand, and the Solar Self-Employment Scheme. As a result of these efforts, our state has achieved many notable successes and set new benchmarks despite various challenges, whose resonance is being heard across the country. It is a matter of great pride for all of us that Uttarakhand has secured the first position in the country on the SDG India Index 2023–24 released by NITI Aayog. Additionally, the state has been classified as an Achiever in Ease of Doing Business and as a Leader in Startup Ranking. Moreover, we have achieved a record 4.4 percent reduction in unemployment, surpassing the national average.

*Historic Decisions of the State Government*
The Chief Minister said that our government has also taken several historic decisions in the interest of the state, which previous governments had shelved due to political interests. On one hand, we became the first in the country to implement the Uniform Civil Code (UCC). On the other, we implemented the most effective anti-copying law in the country, resulting in over 24,000 youths successfully securing government jobs in the past three and a half years.

*Government Committed to Preserving the State’s Demography*
The Chief Minister said that our government is fully committed to preserving the cultural values and demographic character of Devbhoomi Uttarakhand. In line with this commitment, on one hand, we have enforced strict anti-conversion and anti-riot laws in the state; on the other, we have ensured strict action against hateful practices like land jihad, love jihad, and spit jihad. We have liberated over 9,000 acres of government land from land jihadists, sealed around 250 illegal madrasas, and removed over 500 illegal structures. Moreover, recently our government enacted a new law abolishing the Madrasa Board; under this law, only madrasas following the government-prescribed curriculum will be allowed to operate in Uttarakhand from 1 July 2026. Additionally, our government is taking strict action through Operation Kalnemi against those who defame Sanatan culture.

*Government’s Zero Tolerance Policy against Corruption*
The Chief Minister said that under the state’s zero tolerance policy against corruption, stringent action is being taken. For the first time in the state’s history, over 200 corrupt officials and employees, including IAS and PCS officers, have been acted against in the past three years.

*Chief Minister’s Appeal to Embrace Swadeshi*
On this occasion, Chief Minister Shri Pushkar Singh Dhami appealed to all residents of the state to embrace the Hon’ble Prime Minister’s mantra of “Adopt Swadeshi, Strengthen the Nation” and to use indigenous products as much as possible. From a pen nib to a spacecraft, everything can be made indigenously in our country. We must now resolve that before purchasing any item, we consider whether it is indigenous or foreign. If we prioritize indigenous products, it will not only empower our artisans, farmers, and entrepreneurs but also strengthen the resolve of Atmanirbhar Bharat.
